Building Plan Approval

1. Building Plan Approval Information

Prior to commencing construction work, renovation work, or alterations to existing structures (including additions and modifications), approval for building plans (residential or commercial) must be obtained from the local authority.

Upon completion of the construction work, a Certificate of Conformity (COC) must be obtained before occupying the relevant premises.

2. Required Documents

1. Duly completed Building Plan Approval Application Form.
2. Survey plan of the relevant land together with two certified copies.
3. Copy of the deed of the relevant land. If the deed was registered after the year 2020, it must bear the seal of the Provincial Revenue Department.
4. Three copies of the building plan. For residential or commercial buildings exceeding 3,000 square feet, certification by a Chartered Engineer is mandatory.
5. Land Suitability Certificate obtained from the National Building Research Organisation (NBRO).

All approvals relating to the 11 Grama Niladhari Divisions declared as Urban Development Areas by Extraordinary Gazette No. 2416/10 dated 24.12.2024 will be processed under the Urban Development Authority Act. Approvals for all other Grama Niladhari Divisions will be processed under the Housing and Town Development Ordinance.

3. Cases Where Approval Has Not Been Granted

Building Boundary Certificates, Non-Transfer Certificates, and Water Certificates will not be issued for unapproved constructions.
