1. Introduction

This permission is required when a resident within the Balangoda Pradeshiya Sabha area needs to excavate or damage a public road in order to obtain a drinking water connection or any other type of service connection.

When any service provider or promotional service agency needs to install or provide such connections by excavating a local authority road underground, it is mandatory to cover the cost required to restore the road to its original condition.

Depending on the situation, this amount must be paid to the Council by either the service provider or the service recipient.

2. Legal Authority

(a) Section 21 of Part III of the Pradeshiya Sabha Act No. 15 of 1987.

3. Eligibility

(a) The service provider or service recipient is eligible to make this request when a local authority road needs to be excavated for providing or obtaining a service connection.

(b) This facility applies only to roads under the jurisdiction of the local authority.

4. Fees

A fee and a security deposit shall be paid as determined from time to time by the Council based on the construction material of the road.

Note: The cost per cubic foot for restoring the road after excavation shall be determined based on the recommendation of the Technical Officer, depending on the type of road construction material (tar, concrete, interlocking blocks, asphalt concrete – carpet – or other).
